German healthcare insurance fund Knappschaft has awarded IBM a contract to develop an electronic health record (EHR). The new EHR is planned to be online by January 2021, and will be used by the fund’s 1.6 million insured members.
Knappschaft is adopting a cautious approach to developing its new electronic health record. Fund managing director Bettina am Orde said: “We are very careful in how we focus our resources in supporting our insured members. Any digital innovations in the EHR would require evidence that they can create clear added value for our members. Otherwise, they will not be accepted.”
The Knappschaft healthcare insurance fund is a part of Knappschaft-Bahn-See, a statutory pensions, social security and healthcare insurance fund. The Knappschaft healthcare fund operates with an annual budget of €7.3 billion. The fund maintains 110 offices across Germany, and its medical network includes 1,500 registered physicians, 11 independent hospitals, and 11 after-care clinics. The fund also supports around 170,000 members with long term health conditions.
Originally a health fund for members of the mining industry who had special tax exemptions and healthcare benefits under German law, since 2007, Knappschaft has been normalised as a standard statutory health fund with membership open to all occupations. However, members of the mining industry retain special healthcare benefits, which include accelerated diagnosis, privileged access to specialists, and separate hospital accommodation.
In October 2019, the German Parliament, the Bundestag, transferred the administrative programmes of 16 federal agencies, together with eight IT systems, to Knappschaft.
